Hi @Capslockison  welcome to this user to user discussion forum.  This is not Dell Support. 

Yes, the faulty screen Tile is sufficient for your new m15 R4 to be rejected. Contact Dell Order Support and request either a new replacement or a full refund. This screen panel's manufacturing problem can only get worse. 

It would assist if you can provide evidence of this fault that occurs 67% of the time. Enable screen recording and run the LCD Built-In Self Test (BIST)  D + Power key combination to see if this fault can reproduced and captured on video. Other users have used their external camera to create video of their faulty screen Tile.
