First, and most probably, it's AWCC bug (it switches to performance mode and back). Try to stop AWCCService and check.
Second, it can be in case you CPU or GPU temperature jumping around PASV (passive) point - so fans up, temp down, fans down. Try to switch cooling mode into Windows power plan and check.
I had the same issue. It's hardware related and nothing to do with AWCC. I read someone had the same issue on reddit and their tech fixed it by replacing a chip or something. I returned mine as it was within return window and ordered a replacement--issue is not there on the new laptop. Both were setup exactly the same--reinstalled Windows 11 Pro, installed all drivers up to date from dell website.

When you say new m15 r7 laptop, is it less than 30 days old? Dell Refund policy, New vs Refurbished - Dell Community. There is Reject option.
