M1000e syslog: "pwrmgmtd: Failed to send power response to..

I have my M1000e configured to report power consumption to syslog on another server.  It reported today:

pwrmgmtd: Failed to send power response to Server-14 at priority 1

I can't find any documentation on what this error means.  Can anyone tell me?

 

PS. usually the reporting is only of the form:

 pwrmgmtd: [chassis_power_consumption min=3605 max=5767 avg=4938] #{0000015752}

I'm new to administering this. We have a M1000e with 6 2700W PSU and 16 blades of various R620/R630/R640.  Power is from 2x 208V single phase 24A circuits.  I want to ensure the blade chassis does not draw more than say 22A.  I've tried various means to do this, but was never sure the best way.  Ideally the servers would run full-speed until they hit this cap, at which point they would be throttled -- and it would be important for me to know when the throttling is occurring.

 

(PS: I've tried various server management settings which seemed confusing- enabling power cap on a single blade slowed that blade down immediately even though it was drawing far less power than the limit (?).  The chassis has a max power draw but it's set to an oddly low value (48%) yet it's still not binding, and also has strange minimums. )
