Is there more detail to the error message like in the EMC docs. That may help. It looks like something on the CAVA servers is not started. Have you verified the AV service is running and the CAVA server as well?

MessageId: EVMSG_AGENT_NEVER_UP
Description: CAVA has detected that the %1 has not been loaded or started. CAVA cannot process Celerra
AV requests until the %1 is started.
