Are you sure that the web page does not have malware embedded in it? The next step might be to disable Windows Defender when accessing the page, after you check the page for problems. You could also try another free Anti-Virus software such as Mallwarebytes, AVG, etc. My gut feeling is that the page was created using an older version of Windows with an older AV such as Windows Security. The new system has Windows Defender and may be giving a false positive.
