Dell cannot deliver the right Inspiron 5675

I ordered a Inspiron 5675 in October and it has been a disaster.  I ordered mine with liquid cooling but when opening the PC, I saw that they installed air cooling.  Since then Dell Customer Care send me 2 replacement PC's and all are delivered with air cooling.  I have no idea what I need to do to fix this problem, clearly Dell Customer Care cannot help me to solve this problem.  Anyone any Idea?
