Even fast startup is enabled windows 10 performs normal boot

I have dell G3 3500 with windows 10 21H2 with all latest drivers installed.Even fast startup in enabled when ever i turn on my laptop it performs normal boot with dots loading screen then boot to windows and not like Direct from dell logo(without dots loading screen ) to windows login screen that what does in fast startup enabled.When i restart the last BIOS time in task manager is 5.1 secs but when i turn on laptop it last BIOS time is 6.3 secs.Eventually if fast startup is enabled then last BIOS time should be lesser than restart last BIOS time.Please someone help me that why this is happening.Why that loading screen comes on boot?
