Promotional Gift Card Balance Discrepancy

I have 2 Dell Promotional Gift cards. One is for $32 and the other is for $35. When I check the balances they are $1.32 and $2.97. I have never used the cards. I can find no one that will address the issue. I keep getting transferred around and around. Chat had the same result with one rep saying he would get back to me (why did I fall for that one!). How do I get this resolved?
