OpenManage Essentials Catalog Action reports as current, but firmware update unavailable

I use OpenManage Essentials (OME) to push out firmware updates to Dell PowerEdge servers. I want to bring a stale server up to current firmware levels. OME reports that the server is at current levels. Yet I can go to the support.dell.com site and check the ServiceTag for this server and find available firmware to be downloaded which would bring me to a newer level. For unknown reasons OME is not recognizing the availability of updates. (I need an updated iDRAC firmware which supports Java 1.8 MD5 signed virtual console viewer, and am hoping I can get that to work. However in a general sense I want the latest levels of code on this server before I re-deploy it.) How do I get OME to update its catalog successfully and then allow me to do a System Update?!

Below are the steps I have attempted in OME:

System Update > Catalog Action > Select a Catalog Source: http://downloads.dell.com/catalog/catalog.cab > Import now
Result: "Import Dell EMC Version Control Catalog for System Update from http://downloads.dell.com/catalog/catalog.cab complete."

Manage > Discovery and Inventory > Perform Discovery and Inventory Now
Result: "Discovery range(s) submitted for discovery and inventory"

System Update > Compliant Systems > PowerEdge 720xd

Because the PowerEdge 720xd is in the Compliant Systems list, it is not eligible for a System Update! However when I look online I see (for example!) BIOS version 2.6.1 is available and iDRAC7 version 1.66.65 is available. However, the server's BIOS is still 1.6.0 and iDRAC is still 1.30.30 as reported by the OME inventory below. How do I get OME to place this server in the non-compliant System Update queue or how do I force OME to download new catalog information which contains the available updates?
