0213: Keyboard Locked - Unlock Key Switch
System:
Dell Dimension XPS T500 PIII 500MHz
Win 98SE
256 MB PC100 SDRAM
PhoenixBIOS 4.0 Release 6.0 on Intel SE440BX
12GB Maxtor 5400RPM

Scenario:
Attempted to install "new" graphics board [ATI 3D Rage Pro Turbo (AGP) to STB Velocity 4400 nVidia (PCI)]. (STB works, I am using it as I type this.) The install went fine, and the system worked, but windows would hang for about 20 seconds on startup (immediately after all startup programs loaded) and whenever else it pleased. In an attempt to isolate the problem, I decided to move the STB to a different PCI slot. Everything looked fine until boot. Now I get the "0213: Keyboard Locked - Unlock Key Switch" BIOS error immediately after the disks are checked. BIOS does detect the keyboard on boot (immediately after RAM check and before disk check), but the keyboard does not seem to respond to keystrokes (DEL to enter BIOS setup, NUM lock, CAPS lock, Scroll lock).
Resolution:
Switched keyboard (both keyboards work on different system), same error, moved STB back to original PCI slot, same error, removed STB and reinstalled ATI (AGP), same error, cleaned connectors on RAM, CPU, and both video cards, same error. The PC does not have a visible keyboard lock; I haven't seen one of those in years.
Please tell me this is a simple problem.
Upon inspection of the keyboard jack, I can see copper inside of all but one hole. How do I get "inside" of the keyboard jack for closer inspection?

Remove the power cord from the system then open the case and remove the button battery from the system. Leave this battery out for about 20 to 30 minutes then replace and attach the power cord and attempt to boot the system.

I have been fiddling with it for 5 days now, and I think that the motherboard is shot. I think that the problem lies within the keyboard jack itself and/or the USB jacks, but I have no idea how anything could have happened. I hadn't even unplugged the keyboard before I got the system message.
Sunday was the last time that I was able to boot the system, and that was after I bought a PS/2 to USB adapter for the keyboard (I never even realized the legacy USB allows me to boot without a keyboard connected to the PS/2 jack). It booted one time and one time only; it wouldn't restart. The one time that the system did boot, both the USB mouse and the (now) USB keyboard were connected. Upon reboot, the system repeated the same error (with the keyboard in the USB jack).
Today, I managed to get it to boot again, but entirely without the keyboard (via PS/2 or USB) OR the mouse. It's on right now, but I'm afraid that I will never get it to boot again if I shut it off.
