Check the specs for your system. It's likely this model can't handle RAM faster than 333 MHz so the 400 MHz RAM runs at the slower speed.

As for the 3.5 GB of RAM reported by Windows. That's correct. The 32-bit version of Windows can't use all 4 GB and the max usuable RAM is typically somewhere between 3.2 and 3.5 GB. If you want to use the full 4 GB, you'd need a 64-bit version of Windows, assuming your CPU can run 64-bit Windows.

EDIT: Just looked at the specs for your system and it should run PC3200 (400-MHz) DDR SDRAM (non-ECC)  at full speed, unless you've mixed it with slower 333 MHz RAM. So maybe you need to talk to Corsair. You might also want to try resetting BIOS to force it to re-examine what's installed any maybe start using it at full speed.

Depends on the FSB of the CPU.

If the CPU doesn't support EMT64 then a 64 bit OS will not install on the system.
