Hi Andrew,

Welcome to Dell Community Forum.

Please click on the link below and download and install the latest drivers for your system's  ATI graphics card. When you click on the link, you will see an option for "Automatically detect and Install - Download Now" . Please click on this option so that your video card is automatically detected and you will need to proceed as per the prompts onscreen to complete the installation of the drivers. Re-boot your system once installation is completed.

When I download and execute AMD Driver Autodetect, it returns "We were unable to find your product or OS" popup.

Thank you for your reply.

The error 16388 which you were getting earlier indicated an issue with ATI drivers hence I gave you the link to install the latest drivers from the AMD website. However, since you are getting an error message, I request you to try installing the Intel graphics drivers from the Dell Support Website mentioned in the link below.

Please select the correct operating system as per your system prior to downloading and installing the Intel Graphics drivers.

I'm seeing this exact same error like crazy in my event logs.

I had the same issue on my XPS 8500. Radeon HD 7570, the latest driver installed.

The solution is simple: stop "AMD External Events Utility" service from starting automatically.

Start - Run - services.msc. Right-click "AMD External Events Utility", choose "Properties", choose "Manual" or "Disabled" in "Startup type". 

Reboot. No more blasted event 16388.

I'm wondering if that's what I did or if I stopped seeing the event after upgrading to Windows 8.1. 

In either case, the error is gone.

I do see a new error from time to time:
ATI EEU maximum number of session has been surpassed

Essentially the same issue and the same remedy - disable (or put on manual) any amd services.

Also, disable any amd startup entries: run the task manager, go to startup tab, right click amd related service (if any) and choose disable.
