In order to narrow down the possibilities it would be helpful to which version of Windows you are running.

In order to troubleshoot this problem, you will need to systematically eliminate programs that are running from startup. To do this, go to Start > Run and type msconfig followed by Enter.  Click on the Startup tab and remove a check mark in front of one of the programs that loads at startup.  Reboot and see if you get the error.  If you don't then you know that the program that you unchecked was causing the problem.  If you do get the error, go back into msconfig and recheck the program that you unchecked before and then uncheck another one.  Repeat unitl you isolate the problem program.  Report back what you find.
