is the CDROM turn on in BIOS?

If the CD drive is not detect in the BIOS then try clearing the NVRAM (CMOS).
 
If you have more than one CD drive then try each drive.  Only one CD drive is going to be bootable.

Thanks for the suggestion.
Clearing the NVRAM did not result in the Bios recognising the CD-ROM drive.

Is it possible the CD drive or ribbon cable is defective?  What Dell model you have?

A Dimension 8300. The original CR-ROM RW player/burner was replaced by a non-Dell DVD-RW player/burner.

If the problems started after the original CD drive was replaced then double check your cable connections to the new drive and make sure the jumpers on the replacement drive are correctly set for Cable Select.  After double checking the drive and making any necessary changes, try clearing the NVRAM again using this procedure....
  • Reboot system and enter the BIOS Setup by pressing F2. 
  • Turn on Caps Lock, Scroll Lock and  Num Lock.
  • Press ALT+ E then ALT+ F then ALT+ B
