Boot problems with Dimension XPS B1000r

System specs (same as when i bought it):

Win98 SE
Pentium 3 1Ghz
128 Megs RDRAM PC700
64 Meg Geforce 2 GTS Vid. Card
Turtle Beach Santa Cruz Sound Card
NEC DV-5700A IDE DVD-ROM Drive
LG CD-RW CED -8080B IDE CD-RW Drive
45 Gig IDE Hard Drive
Floppy Drive

Problem:

Whenever I shutdown my computer (not restart), and then start it up again, it gets to the point where it says that my Turtle Beach Santa Cruz is initializing, then I hear it working for a couple seconds, and then nothing. It just stops. Ctrl+Alt+Del doesn't work and i have to manually restart my computer. Then when the safe mode prompt screen comes up, i tell it to boot normally, and it boots fine. What is up? Can i fix this?

When i told Dell tech support over the phone about this they ran me through debugs, repartitions, reformats, and reinstallations of windows. None of it worked. I still have the problem. Can anyone give some advice?

When did the problem start? Have you added any hardware or software recently?

I had similar problems. It turned out to be a dos driver that was being loaded at startup. I fixed it by going to Start/Run/msconfig and then unchecking tbcdos.exe in the autoexe tab.
