Hi Dinesh.P,
The problem is with the front I/O Board/FlyWire cable which connects Drive Activity Light, USB Connectors (2), Headphone Connector, Microphone Connector on the front panel.
I suggest you to reseat the I/O Board/FlyWire cable and restart the system and check for the error massage. Please follow the below mentioned steps to reseat the I/O cable:
Awaiting your response.

Hi mastansyd,
If the issue persists even after reseating the front I/O cable, the cable needs to be replaced.
If the computer is under warranty, I would be glad to arrange a service on the computer. Check warranty status: http://dell.to/13VPd97
Please private message me the service tag, registered owners name and address.
To private message me please click my user name and click Start conversation.
In case of expired warranty scenario, we would not be able to extend warranty entitled services.
If the warranty on the computer has expired, below link would help you in contacting expired warranty services (this is for US based customers): http://dell.to/VPYT4T
Awaiting your response!

I just had this problem today when putting in a ghosted Windows 8 hard drive. It boots fine in my Optiplex 990 but not the one for the user so I figured I needed to go into the BIOS. I was right and switching from RAID ON to ATA along with Legacy over UEFI solved it.
