COM3 missing ! Not Listed in Device Manager and unable to use modem !

Having a problem with a Dell Dimension 2400. Suddenly, the COM3 port is missing from the device manager and modem will not work. Get the following error message when doing a query of the modem : Opening the modem device failed with error 000005aa.
When trying to connect to ISP, get message : The communication port is invalid or busy (02-01019).

The modem is working properly (according to modem options). Advanced port settings show COM3 as attached to the modem, but only see COM1 (in use) when all are listed.
The device manager only shows COM1 (communications port) and LPT1 (ECP printer port).

How do I get COM3 back so that the modem will be available ? Get message: The port that the modem is attached could not be opened. This may be the result of a hardware conflict. Check the device manager to verify all devices are functional. Note: There are no conflicts on the conflicting device list'. Please help me out !!

You may want to check if there is a new driver available for your modem and download it (from dell.com).  Even if there isn't a new one, just reinstall the driver and see if that works.

COM3 will never show in device manager, as it is a "Virtual Com port > created by the modem driver.

uninstall the modem drivers, reboot, reinstall the drivers.  If the modem staill isn't working normally, it is likely a failed modem

I have had several sessions with reps in India and to no avail. Have tried to reinstall drivers, moved modem to another PCI port and even have tried to restore the system to an earlier date. Nothing works. Get a message when running diagnostics with Modem Helper ..Result Code 67 ..
Com port conflict. When rebooting, the 2nd run of Modem Helper gets Unresolved Software Configuration Issue ..Result 85 .. Hardware passed, but   com port is not accessible. The latest rep said it's either reload the XP operating system or maybe try to replace the modem !! Any thoughts or suggestions ??  Chatting with the reps is frustrating ! Thanks
