Can't boot into Safe Mode

I have a Dimension 4100 that I bought last November, and I've booted into Safe Mode before (a couple of months ago). But, now I can't.

I recently bought a USB mouse (Microsoft optical mouse), and I read on the Microsoft KB that a USB device doesn't operate in Safe Mode if the BIOS doesn't support it.

Is this why I can't boot into safe mode? I would think my BIOS would support it just fine.

Also, when I connect my old serial mouse, I can't boot into Safe Mode using the key or F8. I have to hit F5, and I'm taken straight into Safe Mode without being able to choose.

Can anybody shed some light on this? Thanks a lot.

No, I don't have any other USB devices, except the mouse.

I just talked to Dell support on the phone, and the tech said that it may be due to some software that I've installed.

The workaround was to insert a floppy disk, then boot, and hit F8 after responding to the 'invalid system disk' message. Or, go into msconfig and choose to Enable Startup Menu always.
