Cannot edit Startup menu in Msconfig

There is a program in there (PS2 Rate Adjuster Plus) that I cannot get to stop form starting upon booting. I uncheck it and it just comes back checked when I boot. Ive uninstalled it, reinstalled it and so on. Any idea why this is happening?

See if it is in your startup folder. Start>programs>startup. If so delete it from there. Why don't you just uninstall it and use the most up to date mouse drivers which might give you some of the same functionality as this program does.
