Cannot update BIOS on Inspirion 620s
I've done a fresh install of Windows 10 on my Inspirion 620S and all works fine. However I tried adding a USB 3.0 card but it will not work.
The manufacturer said to update my BIOS but Windows will not let me. I get "Windows cannot find C:\Users|username\Downloads\MS-A10.exe"
Any thoughts on how to update the BIOS?
Thanks!

The 620'S have an INTEL Management Engine driver that must be installed or you cant do a bios update.
And the update exe MUST BE RUN AS ADMINISTRATOR.

This package provides the Dell System BIOS Update and is supported on Inspiron 620/Vostro 260 for Windows and DOS Operating Systems.More details

Did you download A-10.exe from the Dell Drivers page for the 620s? You then run the program. As this BIOS is meant for Win 7 and 8, it may not work for Win 10. The other option is to run your application in Compatibility Mode in Win 10. The Compatibility Mode is found in Properties for the program. Set Compatibility for Win 7 and set to run as Administrator for BOTH the installation program and the program itself after installation.

Sorry but none if this worked. I already had the INTEL Management Engine installed (but reinstalled via the link above just in case.) I also re-downloaded the BIOS update via the link (even thought it was the same one I had been using).
I am the admin but still right-clicked and chose Run as Administrator.
I also ran the BIOS exe though the Win 10 compatibility utility but still no joy.
What I'm ultimately trying to do is install and PCI-E USB 3.0 card. It has power via SATA power cable and has the green LED on the card indicating power.
It's just that Windows will not recognize it and the manufacturing claims the bias needs to be updated.
Can the file be installed from Linux? I can create a bootable linux USB drive and install from another USB drive if that would work.
Thanks all for the suggestions.

You should have updated to the latest BIOS before installing Windows 10.... If you have Windows 7 Reinstallation Media, Clean Reinstall Windows 7 and then apply the BIOS update then Clean Reinstall Windows 10....
