According to the Dell beep chart I have, 4 beeps is a memory problem.
First step, with the PC powered off, reseat each memory module (unplug then plug back in) and see if that helps. If not, remove all except one and try with that one. If it works OK, try the others one at a time to see if you can find the bad one.
Memory modules are static sensitive, touch a metal part of the case first to ground yourself and then only handle memory modules by the edges.
