Dinput8.dll is a part of ActiveX. If you are missing that, you may also be missing other ActiveX files. To check go to Start|Run, type
dxdiag and click OK. The DirectX diagnostic utility will advise if any other files are missing. Since that one is missing, however, you would be best off downloading DirectX again (from
here).
If you are running Windows 98, you can also check for missing .dll files by going to Start|Run, typing
SFC and clicking OK. System File Checker will examine your system and replace any system files which are missing or corrupted.
