Have you tried restarting the computer in Safe Mode, and selecting Last Known Good Configuration?

hello, i have a windows 8.1 Inspiron One 23.

looks like the "last known good configuration" thing was removed for this OS so that dont help. figures!! as for the other poster, i tried the links provided and the "fix it" thing didnt work, despite the fact it told me it fixed the issue. and i tried the hardware and device trouble shooter and that didnt work either.

my guess is i'll have to contact Dell about sending someone over.
