You cannot recreate the Factory Restore Partition once it's gone. You need to keep the operating system disk in a safe place in case you have to reinstall Windows.
Wow!! Some one who gave me a correct answer. Thank you. I assumed that I have lost the partition for good. In reply to those that suggest some kind of imaging software. IT DON'T WORK and don't waste your money. It will not restore you factory restore image. Been there and Done IT.
I had this same problem and was luck enough to trip over a simple solution.
The Griffin PowerBlock Dual Universal Charger (product # NA23061) will let you access an external drive and charge at the same time. This charger apparently operates in the same manner as the Y cords described by others.
Plug your tablet into the charger and wait for the tablet to show you that it is charging. Then use the other charging USB port for your external driver (I used a USB extension and a thumb drive). Run recovery and it worked without a problem.

You could try Acronis Disk Director which I have used to recover a deleted partition. It's not freeware.
