You didn't say which Windows version you are using, so I am assuming it is Win98.

1.  Boot to Command Prompt by pressing F8 just before Windows tries to boot.

2.  At the prompt, type SCANREG /RESTORE and press ENTER.

Hiya

It is indeed WIN98SE

When I did that, a message was displayed saying "No backups were found", and then when I "OK'd" that screen, another srceen was displayed saying "System Restore operation failed"

In addition to the above I also found a backup (zip & floppy disk) of a 'windows rescue' that I had made a while back, and when I use that (Safe mode) the Rescue Wizard couldn't identify the exact problem and referred me to the Vendor (Dell)

Do you have any other suggestions?

Thank you for using the Dell Community Forum.
Win98 should have a backup of the user.dat in the windows folder.
You can try restoring this file to get the system working again.
1.Boot to a Win98 startup disk with Attrib on it.
2.From the A:\ prompt, switch over to the C:\windows directory
by typing in "cd c:\windows " and press enter.
3.At the C:\windows prompt, type in " Attrib -r -a -s -h " and press Enter.
4.Then type in "rename user.bak user.dat " and press Enter.
5.Check for the file by typing in " dir user*.* " and press Enter.
6.If the User.dat file is listed, then remove the Win98 startup disk
and restart the system.
