This machine is advertised as a gaming-type machine but is very slow when using 3D rendering S/W like Sketchup. Can a more powerful video card be added?

Yes.
The case will not fit a 12 inch card EVER. There are 75W cards that work without any mods. See video below.

It is upgrade-able with an adapter and hacking. The extent however is limited by the short size of the actual slot inside the unit.
It is possible to hack it working by removing the power supply entirely and using adapter and placing power supply OUTSIDE the case.
Dual slot SHORT MINI ITX cards(GTX960/970) are fine but I do not think 12 inch long cards fit.
A MODDIY adapter is needed to convert 24 pin to 8 pin.
