I had to actually get the 32bit diagnostics ISO image and burn to disc to run h/w tests to solve my issue.
Conclusion:
I wasn't able to test DSD any further to fully resolve this problem but that's the issue/working solution I used on Windows 7 Pro 64bit you can download currently.

I've run into the same error which is shown in this video here:

Since I have .NET framework and Visual Studio 2008 installed with Windows 7 SP1.
PROBLEMATIC URL:
downloads.dell.com/.../DellSystemDetectLauncher.Application
Here is the actual issue with the .APPLICATION file trying to get DSD to work:

System Detect is not a necessary program. Uninstall it if you cannot upgrade and have the older version that had some vulnerability to hackers. Read--

I know it is not necessary.
But I would like to install it any ways so I can run or at least test the diagnostics.
I can not uninstall something that is not installed.
I still want to know why I am getting this error?

I make the answer shorter: go to downloads.dell.com/.../index.html
and find category:diagnostics and download it, install it.
