Many cameras use a proprietary formatting of the memory card and some of them are not directly XP compatible. Those should still be recognized by Windows XP but the Camera and Scanner Wizard may not automatically startup since that format is not XP compatible. However, in those cases you should still be able to access the camera through a drive letter in the Windows Explorer.
Clarification "Failed to Initialize" - When powering on the camera for picture transfer, the camera displays "Initializing USB Connection" and Windows/XP appears to briefly recognize the new device for a few seconds. Then there is a "System Error" message displayed on the camera and at that time Windows drops the connection which never appeared complete as Windows only displays the device drive id (F: ). I cannot tell if the camera or Windows determines the error. I have tried other USB ports on the 8200 and encounter the same error. The same setup (camera, card and cable) work perfectly on two other computers that I have tried. Today, I may try a different 512mb card to see if that makes a difference.
Tried a different brand SD Memory card with the same 512mb capacity as the one that failed and the new card properly completes the connection. It appears that the original memory card and my 8200's USB are incompatible for some reason. I'll report the problem to the card manufacturer and switch to the brand that works.
Card manufacturer Technical Support advised me to contact Dell...

Could you explain "failed to initialize".
