This Page shows what the lights GGGY mean on your system. According to the manual it is recommended that you contact Dell support for this problem. No solution for you to try is given.

Thanks for your response.

I found another document on-line from Dell that says something completely different, but also not helpful.

I have to say I'm disappointed in the diagonostics, both instructions and messages, that Dell provides.  Surely it would be possible, perhaps even simple, to provide more detailed diagnostic messages as the system is starting, especially in "Maintenance Mode" - perhaps there is a way to get more, but I haven't found it.

Anyway, the problem appears to have been a failed CD-ROM drive.  Disconnecting it enabled the system to enter System Setup and also to boot into Windows XP.
