Does any one know what the "Flea power indicator is?"

This is located on the motherboard of a Dimensions XPS T... It is documented under the tech overview, and know where else, so does not explain as to what it is!

Well all I can say is that for all the times I have had the case off I have never noticed it before, thanks...

It shows that the motherboard is receiving power.

Thank you.  FYI, this is for my XPS 420. Am I correct in believing the bulbs yellow color does not mean the PSU is AOk i.e. putting out correct wattage?

That is correct.

The LED on the motherboard is the 'Stand By Power Light' [aka 'flea power'], indicates the motherboard has +5VFP power is reaching it and not an indication that the power supply has not failed, or has no issues.
