You should be able to just double-click the file and your default image program for .bmp files should open the image for you. Microsoft Paint is the normal default program for .bmp images in a fresh install.
If no program is currently set to be your default image editor for .bmp images, then hold down the shift key while you right-click the highlighted image file. Choose Open With from the context menu which appears. Choose MS Paint, IE or any other graphics-capable program to open the file. Do not check the box under the list of files which will cause the chosen program to open all files of this file type until you are sure you want to keep this program set as the default program for the .bmp file type. Click OK. The file should open for you, so long as it is a valid .bmp file.
