What computer model?
 
This error usually means a loose or improperly connected mouse or keyboard cable, faulty mouse or keyboard.
 
Have you tried a different mouse and keyboard?

In the olden AT days all motherboards had an IC chip devoted soley for the keyboard. Now the system BIOS handles this hardware. A bad connection or faulty keyboard is the likely cause for this error. If your keyboard is wireless, ensure the internal battery is refreshed.

Thanks for the advice.  I unplugged all cables and tried one by one and rebooted.  It turns out that the error is being caused by my printer or printer cable.
