Error allocating IRQ for PCI Device

I have been having trouble getting my Del Optiplex 170L to recognise the pci devices plugged into the pci riser bays. Windows has now recognised the devices, but I am getting the following booting error on startup:
 
"Error allocating IRQ for PCI Device" 
 
The pci card I am trying to install (a emu 0404 sound card) is on the device manager on windows, but it has a yellow ! next to it and under properties it says someting about there being limited resources and needing to remove another device.
 
Does anyone have any ideas how I can resolve this issue?

The IRQ allocation should be done automatically through the system BIOS.
I have a feeling this is a resource allocation problem now.
Remove all peripherals from the computer.
No printer, no modem, no additional video card, no additional LAN card, no USB devices...etc.
Reboot the computer with the very bare minimum so Windows can start and create a new last known good configuration file.
At this point the riser card should have the necessary resources to operate properly.
If not, you will have to doodle with the configuration within Windows Control Panel System Device Manager
If yes, add one card to the riser only and retest.
If okay then add one more device at a time.
