Error code 8042 GATE-A20 Error System halted

Does anyone know what a GATE-A20 error is. I have a DELL Deminsion XPS P100. This freezes my system. Can't even get into BIOS.
I have already swapped RAM and CPU's.
Any help would be appreciated.
