I would try to repair Internet Explorer first. Go to Control Panel/Add\Remove and Select IE. Hit the button and choose the 'Repair' option. After this finishes reboot.
If this doesn't help you could extract(replace a good copy) of urlmon.dll Go to Start/Run and type in SFC (ENTER). Click on extract and type in urlmon.dll You can try to extract it fron C:\windows\options\cabs or D:\win9x where D: stands for your cd-rom. For the second option you should already have put your Windows 98 CD in the cd-rom before running the sfc command.
Thanks for that; by the time I read your reply I had already been into the Microsoft site and thought it was Explorer related;
I tried repairing Exlorer but it was too damaged; I did however extract the urlmon.dll sucessfully as per your instructions ; and that solved most of the problems
Additionally I then had to remove ie6 and revert to IE5 before downloading IE6 again; All now back working again
