Right-click and Run as Administrator will make it run ...

Remember that flashing the BIOS on a Dell can really ruin your week, so its generally not advised if you don't really need to ...

Right click on the Rxxxx.exe and do a properties, general Tab, click "unblock"  hit OK, now try it.

If no joy,

Try this,

Turn OFF any 3rd party security software, Turn UAC off, then run as administrator.

Turn UAC back on when done.

RailRider66,

You may try deleting the file you downloaded and download it again, it may have gotten corrupted in the download process.

As Phillip42h has pointed out though, if it ain't broke, don't fix it, but if you do have a problem the BIOS addresses, follow the download and installation instructions exactly.

TrailRider66,

Unfortunately I am not familiar enough with Vista to be able to say what may be going on.

You may try creating another temporary administrator account, and see if that will allow you to run the file.

For what its worth - not much - under Vista I initially got exactly the same error as you reported, but right-click and Run as adminstrator worked fine for me ... well it made the program run ... the flash is an entirely different story!

You could try running from other than the Desktop ...

... but if neither that, nor disabling UAC as suggested by mombodog, helps then I'm right out of suggestions!

Dos flash failed?  Hmmmm.

Check the bios, make sure no bios passwords have been set. If there are or suspect there are use this procedure to clear them
< ADMIN NOTE: Broken link has been removed from this post by Dell>  might be a good idea to do this anyway. If the PSWD jumper plug is missing, this is the flash problem most likely. Use a spare hard drive jumper plug and install it on the mobo.

Read the link I posted thoroughly, the jumper is on the motherboard itself, and yes the replacement mobo should have it.
