Graphics card fan... On Springs?

I was looking into why I had high fan RPMs during busy operations (photoshop, games etc).  My computer actually shut itself off twice, probably because of over heating.  I was told to look at the heat sink, maybe it came loose. 

The graphics card fan seems to be affixed to a swirly heat sink over the motherboard.  And seems to FLOAT ON SPRINGS.  I found small black pieces of plastic loose inside my computer and it seems to be from the base of the plastic that contacts these springs.  Therefore, the fan is a bit further away from the heat sink then it should be... maybe???  Causing the over heating? 

Am I even close here?  Can I replace this type of fan?  Thank you all for your time!

And of course, when i said "graphics card fan" i meant "CPU fan."  sorry.

The only plastic is the fan the mounting is 4 screws that go into bolts on the bottom of the case.

They are on springs but it is quite stiff.

yeah, i just took the cpu fan off, 2 of the screws broke through the plastic, they are not even holding half of the fan on the cpu!!  time for a new fan.
