Goto the C drive and go to the Windows folder.
Locate and open the System folder.
Find the Ratings.pol file. Rename the file and you are done. in your windows folder. This should take care of your problem.
The above site should help you out. I have done this without going into the registry and doing the editing - its your call tho.
In answer to your other questions about the page cant be displayed - check your proxy settings to be sure you have the correct proxies in there and as far as the other issue goes - if you are having this many issues with your system - a restore might be in order. Just my opinion
