Have a Inspiron 3646 that starts with the Green Screen

I have a Inspiron 3646 (mother's computer) that will not boot up. It goes to the green screen where it says that the PC did not start correctly. I have clicked on every option that is available and nothing will work. No system recovery, nothing. It will not even boot up in Safe Mode. Anyone else ever have this problem? Any help would be appreciated.

I tried to hit F12 to do the diagnostics but it just keeps going to the green screen for automatic repair. It won't let me do anything. It won't boot up in safe mode, I have tried all the advanced options like system recovery and even the just continue to Windows 10 and it keeps going back to the green screen of automatic repair.
