Let say I have succesfully installed a new formated internal hard disk in my PC.
I would like to install Win XP from a Installation CD.
Just to confirm if my method is right:
1. First insert Win XP Cd at the DVD drive
2. On the PC, wait for Dell Logo to come out then press F12
3. Select boot from DVD drive and folow the scren instruction.

Drive operation must be set to ATA not AHCI or it will not install and will fail with
"Stop error code 0x0000007B (INACCESSIBLE_BOOT_DEVICE)"
You may receive a "Stop 0x0000007B" error message in the following scenarios:
Windows XP requires a miniport driver to communicate with the hard disk controller that is used to start your computer. If Windows XP does not supply a device driver for your controller or if Windows XP is using a corrupted or incompatible driver, you must replace the driver with a valid copy that is compatible with your controller and Windows XP.
During the first phase of the Windows XP installation, Setup displays the following message at the bottom of the screen:
Press F6 and then follow the instructions to install a mass-storage device driver from your Original Equipment Manufacturer (OEM). For additional information about using F6 to load an OEM device driver to support, click the following article number to view the article in the Microsoft Knowledge Base:

First, disconnect all the peripherals from the system, except the keyboard, mouse and monitor.
You can use the Dell's Guide for a Manual Reinstallation of windows HERE and maybe this interactive guide for a clean reinstall of XP HERE can help.
While installing, remember to delete all existing partitions when you are prompted, then recreate the partitions and format the hard drive, following by installing XP.
After installing XP, you need to install the drivers and applications in the correct order, see HERE.
A hint: After installing each driver, restart the system.
Followed by installing the Anti Virus utility, updating the definitions, then all the critical Microsoft updates.
Bev.
Ps. It's always handy to include the computer model in the post.

You are correct but have a look at my wiki A Clean Install of Windows XP for full details.
If your system is a new system look for Windows XP drivers, they may not be available for newer systems as XP is being phased out.
