HERE is the Dell web page for ordering parts/upgrades, etc.
Front panel assemblies are available for most newer models, however considering the age of a Dimension C521 (I have a similar vintage E510) they may or may not have parts left. If not, best bet is to check e-bay or someplace similar for a complete C521 case and canabalize the front panel assembly from it.
Another thought, a computer tech may be able to repair the sticking button. This is another option.
A possible alternative is a power surge protector. You can change the bios setting to turn the computer on after power is restored and use the surge protector or battery backup to turn it on/off.
