I just tried it, and didn't have any problems getting that download to start (Firefox on XP). But each drivers page does have a small "feedback" link on the bottom (with a rotating +/-) to report problems if you want.
You can try getting it directly from the source on Dell's FTP site - the downloads simply link from there anyway:
ftp://ftp.us.dell.com/SATA/R99740.exe
Usually, though, problems with the downloads turn out to be some setting on the PC (firewall, browser settings, FTP blocked, etc.).
