Try switching the port the keyboard is plugged into. On the newer Dell models there will be
one USB port that is active during boot up. That port maybe on the front or back of the tower so you will have to do a little detective work. Otherwise the USB ports are inactive until Windows loads the necessary drivers.
I found my USB keyboard - if connected via a USB HUB instead of via the USB connector at the back of the PC case - does not operate until the whole system is fully powered up. This means the function keys (including F2 BIOS Setup) do not work.
However, the keyboard works 100% OK when I connected direct to the USB connector on the PC.

Are you connecting via an unpowered USB HUB ?
