IRQ Assignments

I have some questions about IRQ adjustments on my Dell. I have issues between the SoundBlaster Live!, the USB controller, the NIC, and the video card (which I upgraded to a Creative Labs Annihilator 2). I also have a MS Sidewinder Force Feedback Wheel USB.

In the BIOS, I have the following IRQ assignments: Video - 11, Sound - 9, NIC & USB - 10. Now when I go into Windows (98 SE, Me, or 2000), they all go to IRQ 9. The particular game I am working with is Nascar Racing 4.

When I am using the USB wheel, the game pauses, stutters, and sometimes locks. I know the USB wheel with its Force Feedback mechanism probably consumes alot of USB bandwidth. If I use a MS Sidewinder Precision Pro that connects to the game port on the back of the sound card, everything is fine. It's just when I use the USB wheel.

I have tried moving the sound card to multiple slots, but Windows always seems to want to place them all back on IRQ 9. In the Resource tab for each device, I cannot uncheck the box to Assign Resources Automatically, so I can't manually adjust these settings.

Any ideas on how to get this done so I can get my performance back where it should be?
