Computer Does not Turn on or go Into Windows – ID 266435
As the power button is on with your system we may be looking at a problem with the systems video / monitor connection (section 4 of the troubleshooting guide)
Everything was working fine, then when I shut down the PC, the "shutting down" message stayed on the screen and it did not shut down. I finally manually powered it down.. now, I power on, the PC does nothing.. doesn't seem to see the keyboard, USB devices are recognized, etc. Power light is on, but nothing else.. is this likely a mother board issue?

I'm having the same issue with a 3-year-old Inspiron 560 desktop. The computer was working great, but now it won't boot and is completely unresponsive.
The computer powers up, and the power button LED is steady blue. There are no beeps or blinking lights. The monitor flashes a message that there is no signal from the computer and goes dark. I've tried the monitor and video cable on another computer, and they work perfectly. I've also tried unplugging and re-plugging everything to make sure all connections are secure.
I'm thinking the problem is with the graphics processing unit (GPU), which is integrated on this computer. I tried installing a dedicated graphics card. But I can't enter setup to disable the onboard GPU and enable the new graphics card, so this does nothing. Is there anything I can do?
There seems to be no setting in the Inspiron 560 setup to disable the integrated graphics, therefore installing a PCIe x16 card should automatically disable the integrated graphics.
