Was the ChipSet driver installed right after the reformat, and reinstall as it is required, or some where a long the way after some other programs installed  ? 
 
If it was installed right after the reinstall of windows, than maybe the driver is corrupted, and you need to download the chipset driver again to a cdrw or dvd.
 
Not familiar with repartitioning the hard drive, than installing the chipset driver, which may or may not cause a problem.  Others in the know may weigh in on that possibility

I encountered difficulties on my 4700 too, and I solved my problem by installing Intel's SM Bus utility before I installed the Intel chipset. I'll be honest; I have no idea what SM Bus is but it worked perfectly for me. I had yellow "?" marks in my Device Manager but this SM Bus corrected whatever problem existed.
 
If it is something that might help you out, the link above is the Intel chipset download... scroll to find your particular chipset specific to your 4700; probably identical to mine too but I'm not sure...
Oh, what also was handy for me was to get all my driver downloads before I did a full reinstall of XP Home. I made a folder for them and loaded them on my USB flashdrive, then easily installed my drivers after the reinstall; worked great and I had no fuss 'n muss trying to find drivers. They were all waitin' for me on a USB flashdrive when I needed them.

The chipset install was, unfortunately, an afterthought. I downloaded the Intel application, installed, rebooted, but had the same result. Thanks to you both for your replies.

You should not install the chipset driver as soon as operating system installation is complete. First, boot the system to Windows, go to Device manager (right click my computer>properties>hardware>device manager) and check which devices are showing up yellow question marks. You would just need to load those particular drivers that shows yellow mark. You might have a resource CD. You can use that CD to install those drivers. No need to install chipset drivers.

Slightly wrong cyberyantrik.  Yes, it has been stated over and over again not only on this forum, but on other web sites that the ChipSet driver should be installed immediately after the install of the operating system, or issues may develop.

Hello me with a very important question. :robotsad: how do i install this driver.
 
Do i just install from an cdrw then it just connects, it even adds something about pci 64bit.
 
How exactly do i install the driver without windows xp sp2 installing the old driver on restart.

That's awesome... glad to hear that.  Sometimes there's nothin' like a brand new, fresh re-install of XP. Did the same on my 4700 too.....

Thanks for all the responses. Since I hadn't completely reinstalled all the programs I wanted to, I took the easy (?) way out and did a new Windows reinstall. First thing I did after that was to use the Dell resource CD and install the Intel Chipset Software. Things seem to be running much more smoothly now.

I had one MS-related glitch, which was Microsoft Update's inability/refusal to install Windows Installer 3.1. I did a system restore, went back a few hours, and, voila!, WI 3.1 installed just fine.

I truly appreciate the swift responses to my initial message and have learned if (make that "when") I need to reinstall XP again.
