Intel HD Graphics 530 Display driver failed to start

Dell Optiplex 5040
Intel HD Graphics 530
Driver date: 8/13/2017
Driver version: 22.20.16.4771

Display driver failed to start;
using Microsoft Basic Display Driver instead.
Check Windows Update for a newer display driver.

Was working before Windows 10 Fall 2017 Creators Update.
Dell Update 1.9.60.0 finds no updates.
Intel® Driver & Support Assistant finds no updates.
Microsoft Update - Update Status: Your device is up to date.
Who will fix this? Microsoft?? Intel?? Dell??

Code 43 is usually a driver issue.

I had that driver, and the Win 10 Fall update and was working OK, but just recently (Wednesday) ran the Intel updater and got a later driver version.  22.20.16.4815

uninstall the current Intel driver, restart the PC and when Windows starts it "should" detect and install the driver.  If that doesn't work reinstall the Intel Motherboard Chipset Drivers (Intel Chipset Device Software as listed on Dell downloads) and then run the Intel updater again.

Thank you both for your responses. Seems uninstalling/reinstalling Dell provided Video driver has resolved this problem.,
