I'm also setting up a Dell XPS 8700 with Windows 7 Home Premium and have the same question. I thought this might be used by Dell Support for running remote diagnostics, which is why I haven't uninstalled it yet. If they don't need it though, I'm not sure what the benefit would be for the average user.

Intel Manageability Engine Firmware Recovery Agent is listed under Programs and Features, where you should be able to uninstall it.

There's another item listed as "Intel Management Engine Components" that may be part of this Recovery Agent, but which might also be used by the other Intel software installed on the system. I wouldn't uninstall that item until I was certain it wouldn't cause problems.

Thanks, CaribouKen.  Since I don't know what this "Intel ME FW Recovery Agent" is, I will just leave it be for now.  I did find that the System Tray has a provision for customizing the behavior of the notifications.  I just set this provision to hide both the icon and notifications for the "Intel ME FW Recovery Agent."  For now at least, "out of sight" = "out of mind."

(FYI, in case it's needed: In the system tray, in the small window at the right-hand side showing the array of icons, click on the small symbol at the left-hand side of this window to view hidden icons.  Click the "Customize..." link.  In the window that opens, the behavior of various notifications can be changed to one of three options: "Show icon and notification", "Hide icon and notifications", and "Show only notifications.")
