If I understand your comments correctly, I guess the question has to be if the USB Dell KB and mouse function properly with any of the (8) system USB ports, what's the point trying to use them via a USB to PS2 adaptor connected to a PCI plug-in PS2 and serial port card?
Most likely, because the Dell devices were originally connectes USB, & the system is still looking for them at the original connection. PS2 is a legacy device & prone to some interesting issues. Additionally, with 7 USB ports, I can't see the need to use a USB to PS2 adapter.
I tried Non Dell USB KB & Mouse Via Adapter & neither work.
Furthermore I tried the Dell KB & Mouse on 2 other PC's, where the KB & Mouse were connected via USB To PS2 Adapters, guess what the Dell's don't work there either.
Since my XPS came with the software pre loaded by Dell you should direct that responce to them so that in the future they won't fail to this. Apparently Dell Tech Support is also not aware of this. Perhaps you should also alert them.

Regardless, I really don't understand why you would even want to attempt to connect your Dell USB KB and mouse
that function normally using any of the Dell system USB plugs on your system as you stated through a plug-in PCI slot USB to serial port card.

I've run into folks like you who are quick to state they have 20, 30, or whatever number of year's experience in this or that field, thereby inferring superior knowledge and thus zero tolerance for others none with less. In fact, there are 2 schools of thought regarding your assertion, one being, as you stated, and the other being you've had one year's experience 50 times.
And with that, sir, let others read the manner of your posts and venture forth forewarned accordingly.
In hindsight I have concluded that my response to some responses to my original posts regarding problems with my XPS 400 KB, Mouse & Modem were an overreaction. And I apologize to any responders that I have offended.
In my defense I was absolutely frustrated by the Non-Support I received from Dell over a 12-day, and counting, period. In reading other posts in this forum I realize there’s a lot of very frustrated people who are experiencing similar problems with Dell’s After Sales Support of XPS systems, there should be a place for us to vent, rather than in a Technical Forum. And further Dell should be attempting to fix this deficiency in their after Sales Support.
I am surprised that no where on these forums do I see any posts by an "Official Dell Customer Care or Technical Support" person. It’s as if Dell is sticking its collective head in the sand as to the user problems with XPS systems.
Further in my defense I do not think that questioning why I wish to connect my KB & Mouse via PS2 rather than USB is a valid technical response, I was hoping to get offered a solution. The reason why I want to do this, whether you agree or not, is quite simple having spent the extra money for PS2 Port option I would like it to work. Is that unreasonable?

Also as to my modem connect speeds I admit I knew full well that no one could offer a technical solution, as this was an inherent problem with "Soft Modems". Rest assured that if Dell offered an option, on the XPS 400, for a "Hardware Modem", I would have chosen to do so. However they do not, even though they do on other less expensive models.

This is the extensive list of tests I have performed:
Dell USB KB è USB On Dell PC Ok
Other PS2 KB è PS2 On Dell PC Ok
Dell USB Mouse Using Same [USB To PS2 Adapter] è PS2 On Dell PC NG
I offer this so I may get some technically competent replies rather than nonsence or questions.
