It turns out to be the the mouse clone (thumbstick) controls on the throttle section of my Saitek X52 joystick.
I didn't think of that possibility for quite a while, but found it eventually. For some reason it now has this tendency to input downward motion to the cursor at times. A quick wriggle and click put it back in neutral.
